### Description of PR
JIRA: [HADOOP-19318](https://issues.apache.org/jira/browse/HADOOP-19318).
JDK11 build fails with error: release version 1.8 not supported.
Fix compilation errors during the upgrade process, because sun.misc is not
supported after jdk11.
we replace sun.misc.Signal and sum.misc.SignalHandler using jnr-posix, so we
can proceed with the JDK 17 upgrade.
