Use Ubuntu 24.04 by default
### How was this patch tested?
Ran the following commands in M4 MBP. Confirmed by
```
# launch ubuntu 24.04
./start-build-env.sh
```
```
# launch ubuntu 20.04
./start-build-env.sh ubuntu_20
```
