### Description of PR
_Documentation only_.
In preparation for adding more github actions for CI, this PR adds a security
document to help contributors understand the basics of how to author secure
actions.
This is my attempt to summarize a complex topic with a lot of pitfalls.
### How was this patch tested?
Manual formatting/syntax check on markdown.
### For code changes:
- [x] Does the title or this PR starts with the corresponding JIRA issue id
(e.g. 'HADOOP-17799. Your PR title ...')?
- [na] Object storage: have the integration tests been executed and the
endpoint declared according to the connector-specific documentation?
- [na] If adding new dependencies to the code, are these dependencies
licensed in a way that is compatible for inclusion under [ASF
2.0](http://www.apache.org/legal/resolved.html#category-a)?
- [na] If applicable, have you updated the `LICENSE`, `LICENSE-binary`,
`NOTICE-binary` files?
### AI Tooling
If an AI tool was used:
- [na] The PR includes the phrase "Contains content generated by <tool>"
where <tool> is the name of the AI tool used.
- [x] My use of AI contributions follows the ASF legal policy
https://www.apache.org/legal/generative-tooling.html
> CI and Test Improvements (CI is too slow)
> -----------------------------------------
>
> Key: HADOOP-19820
> URL: https://issues.apache.org/jira/browse/HADOOP-19820
> Project: Hadoop Common
> Issue Type: Improvement
> Components: build, test, yetus
> Affects Versions: 3.5.0
> Reporter: Aaron Fabbri
> Priority: Major
>
> Jira to start gathering tasks for CI performance improvements.
> I recently was blocked on a CI run that took over 24 hours:
> Other runs tend to take ~3 hours. Ideally (IMHO) CI should run in 10 minutes.
> Would love to help move in this direction but I'm not sure where to start.
> Besides looking at profiles etc. I would love suggestions from others on what
> the lowest hanging fruit is for improving build, test, and CI time and
> reliability.
