Review Comment:
   I just heard back from INFRA. This feature is only available for private 
repositories (I assume it is too dangerous for public repositories). So my 
understanding is that any image repository write permissions will be scoped to 
the repository they run on (i.e. a fork does not get write access to the base 
repo's image repository). I will update this comment now.
