### Description of PR This patch addresses the Bootstrap and jQuery portions of: * [HDFS-16796](https://issues.apache.org/jira/browse/HDFS-16796) * [YARN-11331](https://issues.apache.org/jira/browse/YARN-11331) It does not attempt to close every subtask covered by those umbrella issues. The change: * upgrades the HDFS, Router, and Balancer web UIs from Bootstrap 3.4.1 to Bootstrap 5.3.8; * upgrades the HDFS and YARN web UIs from jQuery 3.6.0 to jQuery 4.0.0; * upgrades the YARN jQuery UI bundle from 1.13.2 to 1.14.2; * removes the Bootstrap 3 and `bootstrap-editable` assets and replaces the latter with a small inline permission editor; * adds the Bootstrap 5 DataTables adapter while retaining the existing DataTables core version; * updates HDFS/Router markup and JavaScript for Bootstrap 5 component APIs and updates the bundled jsTree code for jQuery 4 removed APIs; * permits the `Content-Type` request header in the DataNode WebHDFS CORS preflight used by browser file uploads; and * updates the source and binary license inventories and RAT exclusions for the bundled assets. The dependency versions are upstream release artifacts under MIT-compatible licenses. No object-store code is changed. Contains content generated by Codex. ### How was this patch tested? Maven tests were intentionally skipped for this static web dependency migration. The following builds and validations were run on macOS/aarch64 with Azul JDK 17.0.15: * Full 120-module distribution build: `./mvnw clean package -Pdist -DskipTests -Dtar -Dmaven.javadoc.skip=true -Dmaven.test.failure.ignore=false` (`BUILD SUCCESS`, 44:09). * Targeted HDFS build after the WebHDFS CORS change: `./mvnw -pl hadoop-hdfs-project/hadoop-hdfs -am package -DskipTests -Dmaven.javadoc.skip=true` (`BUILD SUCCESS`, 12 modules, 36.547 s). * `git diff --cached --check`. * `node --check` for every changed JavaScript file. * Static scans confirmed that the affected source trees contain no references to Bootstrap 3.4.1, jQuery 3.6.0, jQuery UI 1.13.2, `bootstrap-editable`, or the old Bootstrap DataTables adapter. * Packaged-distribution inspection confirmed Bootstrap 5.3.8, jQuery 4.0.0, and jQuery UI 1.14.2 are present and the superseded assets are absent. * A temporary Playwright harness (not included in this patch) started a pseudo-distributed NameNode, DataNode, ResourceManager, NodeManager, and JobHistoryServer, submitted two MapReduce jobs, and ran 115 checks. The final result was 107 passed and 8 intentionally skipped. The browser validation covered Chromium, Firefox, and WebKit (Safari engine), including a narrow Chromium viewport and live aspect-ratio changes. It checked: * all seeded daemon routes, hyperlinks, navigation items, tabs, dropdowns, modals, popovers, DataTables controls, console errors, failed network requests, accessibility contracts, and visual baselines; * NameNode-to-DataNode and ResourceManager-to-NodeManager links; * ResourceManager application links and JobHistory job/detail pages; * aggregated `stdout`, `stderr`, and `syslog` links for both completed MapReduce applications; * HDFS File Explorer create, upload, preview, download, move, and delete operations; and * DataNode death/recovery as rendered by the NameNode and NodeManager death/recovery as rendered by the ResourceManager. The local fixture normalized daemon-advertised hostnames to loopback when following cross-daemon links; that fixture is not part of this patch. ### For code changes: - [x] Does the title of this PR start with the corresponding JIRA issue id (e.g. 'HADOOP-17799.
