### Description of PR JIRA: https://issues.apache.org/jira/browse/YARN-11998 SpotBugs reports `NP_NULL_ON_SOME_PATH_EXCEPTION` when the `ExecutionException` handler in `PublicLocalizer.run()` dereferences `assoc`. The existing code already returns when `assoc` is null, but the null check is inside the same try block as `completed.get()`. Move the check before the inner try block so that `assoc` is explicitly non-null for both the normal processing and the exception handlers. This preserves the existing behavior, including logging and returning for an unknown resource. No SpotBugs suppression or new dependency is added. ### How was this patch tested?
