### Description of PR
ConfigSnapshot holds the scheduler properties with variables substituted
once, the raw values where they differ, and the prefix index that used to live
in ConfigurationProperties. ConfigurationProperties becomes a raw-value view
over it, and the queue context installs the snapshot where the configuration is
installed at startup and refresh. Template entries written for dynamic queues
stay outside the snapshot, as they stayed outside the lazily built index before.

Automated CI
testing doesn't cover all cases so manual testing with cloud storage
is still
required.*
