   ### Description of PR

   Fixes [HDFS-18016](https://issues.apache.org/jira/browse/HDFS-18016).

The NameNode and Router web pages both display "Commited Non Heap Memory" in
their non-heap memory summaries. Correct "Commited" to "Committed" in
dfshealth.html and federationhealth.html.

This changes two visible labels only. Template expressions, metric values,
HTML structure, and existing end-of-file formatting are unchanged.

   ### How was this patch tested?

git diff --check passed. Both files were compared byte-for-byte with the
base after applying only the intended word substitution; there are no other
changes. No Maven build or unit tests were run locally. No new functional tests
are needed for these text-only corrections.

If test4tests reports the absence of modified test files, please review that
item as not applicable to this text-only patch. Actual build and test
failures
   must still be evaluated separately.
