Harsh, please revert this for two reasons, (1) there is a bug and, more
importantly, (2) it has not yet been reviewed.
Also, please don't commit without review. Everyone has to follow the bylaws.
If you feel that the current bylaws is inappropriate, start a discussion to
change the bylaws first.
