a HS token? I don't believe oozie has any special logic for the HS since it's 
"new" and implicitly obtained during submission? The token isn't useful as 
explained above. If there is an issue with not obtaining a HS token, I guess we 
could revert to track & reuse the renewer passed to get the RM token. Thoughts?
I think skipping the history token is oK, based on what you say about token 
usage. Can we make it more explicit though, with a UGI.isSecurityEnabled() 
check rather than just a null renewer ?
