If the authority is missing and the scheme is default fs then it changes path 
from hdfs:///path to /path.
Whether this is "immediate" or "later" the effect is the same as grabbing the 
default authority from the defaultfs.

as I mentioned this is the only reason to do it. Let me sleep over this one. 
Maybe there is an actual use case for this usage.
