Agree. The information in stack trace sounds adequate enough so may not
necessary for defining an additional exception here. Thanks Luke for comments.
Steve, I saw in your YARN-530 (v19) already cover code changes here and remove
in v20 and v21. Do you want to address it here or YARN-530?
