Although I don't see a scenario in which this optimization is possible, I'll
just add it. I'll re-leverage the existing states to avoid adding the
reinitate, and prevent a client seizing a connection thread.
With tcp nodelay, the two messages aren't combined, but I think that should be
easy to fix.
