Both approaches might be considered imperfect with the respect to today's
implementation. For (1), what we essentially try to achieve is to allow
negotiation and fallbacks happen at the application level, but it would be
difficult to do it in branch-1 without architectural changes. For (2) someone
might consider issuing a token from an insecure cluster counter-intuitive.
