The service RPC queue is so that we can get through in the event the clientRPC
queue is completely full.
bq. We can address it in a separate Jira if it makes sense, but ideally in the
same release so we don't have to support RefreshCallQueueProto forever.
Makes sense, I'll give that a shot.
