In windows run environment, configuring custom conf directory using environment 
variable {{HADOOP_CONF_DIR}} is not working.

Script  {{%HADOOP_HOME%\libexec\hadoop-config.cmd}} is overwriting it as
{code}set HADOOP_CONF_DIR=%HADOOP_HOME%\etc\hadoop{code}
