Yes, Steve, that is the idea with utility methods.
But if we were to use {{Locale.setDeafult()}} I think we could just call it as 
a static block in Configuration. Since everybody uses Configuration in Hadoop 
this should be the only place to modify. I don't know if setDeafult() is 
dangerous or not, as I don't know what applications people run in the same JVM 
with NameNode, DataNode, DFSClient, so leaving it up to you guys to decide 
which approach works better.
