* clean up the test selector API so that plugins could easily use it. so now
checkstyle and (sometimes) shellcheck only kick in when necessary
* added mvn install check to javac or javadoc test check. suspect it really
only needs javadoc, but let's be conservative for now
* fixed the regexes on the test selector
* added cmakelists.txt as a trigger for the native code checks
