Thanks for filing this, [~cnauroth].  +1 for doing a full build in pre-commit.

The build time for bzip2, snappy, openssl, fuse, and libwebhdfs is actually 
pretty short.  They are all written in simple C and compile quickly.  
In the case of bzip2, snappy, and openssl, we're just talking about adding one 
or two {{.c}} files to a library we're already building.
