Incubator style proposal is now up: 
[YetusProposal|http://wiki.apache.org/incubator/YetusProposal]. It'll need to 
be updated once HADOOP-12225 lands.

Open bits to decide there:

* do we need the svn repo?
* is a single git repo what we want? or do we want one for each particular tool 
we might make?

I'm inclined to say single repo and expand once we have need for different 
versioning. After [~aw] pointed out that we can publish out of git ([ref infra 
blog|https://blogs.apache.org/infra/entry/git_based_websites_available]) I'm 
also in favor of leaving out the svn repo.
