Thanks Allen. So if I understand you correctly, the remaining work is something 
like as follows:

* Pull aforementioned changes from HADOOP-12111 branch to trunk/branch-2
* Fix the -Preleasedocs profile (looks like we need the per-project logic? I 
only see it in common's pom right now)
* Fix the create-release script (HADOOP-11793) and update the instructions 
telling RMs to run the lint mode.
* You mentioned the HowToRelease wiki instructions being incorrect, but I 
didn't catch what exactly was off. It says to close the JIRAs as the last step, 
which still seems okay.

Regarding the index, are you recommending we run the script for historical 
releases? Since we still host the docs for prior releases, seems like people 
could just look at the old CHANGES.txt there. I ask because I know you did a 
lot of JIRA gardening when testing the tool, and it sounded like we never fully 
reconciled JIRA and manually entered CHANGES.txt state.

Please add anything else I might have missed, I'm willing to take the brunt of 
the work (though your help would of course be appreciated too :)).
