I could make the enforcer plugin recognize that bats isn't installed and point
folks to an installation HOWTO. That would leave things equally bad for the
uninformed (i.e. those who don't pass {{-Pshelltest}}) while giving those at
least willing to work on improving a pointer on how to move towards better.
