It seems that the 0.20 code contains only 
org.apache.hadoop.mapreduce.lib.partition.HashPartitioner in my side. Anyway, I 
got your idea.:-)

Your partitioner can implement Configurable (setConf(conf) and 
getConf()). Please see 
org.apache.hadoop.mapreduce.lib.partition.BinaryPartitioner
