tmpfiles and tmpjars do not get unarchived

We noticed that files uploaded using "tmpfiles" and "tmpjars" are not 
unarchived somehow.
We are using hadoop 0.17.2.1.

Is there any way to automatically unarchive "tmpfiles" and "tmpjars"?
