There's quite a bit of code here that could be useful. I tried to have a
look at the [configuration] project in commons sandbox to compare, but
didn't have the time to do it properly. I suggest you might like to produce
a compare and constrast list for your version versus the current commons
sandbox version.

I should also point out that my own philosophy is not to use configuration
like this. I choose to use resources for all configuration, even if its not
locale specific. That way the program can become localised quickly if needed
later. (I have my own framework for resources that allows XML resource files
and classes that get the locale passed to them so they can do database
lookups for example)
