The "standard" version of the EL would be constrained to implement what
the JSP 2.0 spec says the semantics are, and would ultimately count
Tomcat, the standard taglib (basis for the JSTL reference
implementation), and most likely the JavaServer Faces reference
implementation.

JEXL would not have such a semantic constraint, and indeed AFAIK
implements some things differently.  The Commons charter explicitly allows
having libraries with overlapping functionality if it makes sense, as it
would appear to here.
