Ah, I spoke too soon.  This submission isn't necessarily in line with the 
proposal for [codec].  Codec is a place for implementations of algorithms, and 
the submitted code doesn't implement codecs as much as it just reuses existing 
implementations in the Java 2 platform.

That being said, I think that these contributions could be integrated into a 
supporting JAR file that provides a command line interface to all encoders.
