[math] MathUtils.sign(NaN) returns -1 instead of NaN

I'm OK with sign( NaN ) == NaN, but the issue of sign( 0 ) == +1 or 0 is also in
dispute.  It's really this latter issue that makes me say we need a new method
to implement the return value being zero.
