The current version of 'tomcat.sh' (the example /etc/init.d script for jsvc) is for Tomcat 4.1.x (and is documented as such). Since Tomcat 5.x is GA, and shipping jsvc with the distro, is it time to update the script to work with Tomcat 5 (and change the docs to say how to modify it for Tomcat 4.1.x)?
