I've found in a couple other projects I've been working that take advantage of Maven and "multiproject plugin" that having the global project.xml and other supporting files in a "subdirectory" similar in nature to those of the subprojects is highly beneficial.
/jakarta-commons/global-site/project.xml (etc)
/jakarta-commons/collections /jakarta-commons/lang /jakarta-commons/math

I usually don't like to run Maven or Ant through Eclipse, but if this helps those who do, so be it.
