Moving to SVN has been listed on the Jakarta community issues (http://wiki.apache.org/jakarta/JakartaIssues) and ECS suggested as a first project to try migrating.
Over the rest of this year, I suspect we'll begin to start discussing it (ie) I for one plan to bring it up a few times).
