You've really done a thorough job, and all your goals are right-on. The field-by-field validation would be great, and the general goal of encouraging the use of client-side validation outside of Struts is also really a good idea. I wonder if you could add some examples that demonstrate validating other field types, like radio, checkbox, and select -- I didn't see any in the examples, but those are where my javascript bugs usually crop up. Also note that you should remove the "integer" check on credit card numbers, since valid credit card numbers are always greater than 2^32.
