Now that I have actually looked at *both* RFCs ;-) I can see that there should
be no change in the basic WRQ packet format from RFC 783 (on which the
Commons::Net TFTP support is based):

            2 bytes     string    1 byte     string   1 byte
            ------------------------------------------------
           | Opcode |  Filename  |   0  |    Mode    |   0  |
            ------------------------------------------------

To RFC 1350:

            2 bytes     string    1 byte     string   1 byte
            ------------------------------------------------
           | Opcode |  Filename  |   0  |    Mode    |   0  |
            ------------------------------------------------

Have you tried with other RFC1350-compliant TFTP servers?
