So, when web application is restarted (even if calling LogFactory.releaseAll()) main log file have some dangling writers connected to itself and when it comes time when log4j should rename it to backup file no 1 it doesn't happen. If log4j's org.apache.log4j.LogManager.shutdown() is called when web application is shut down everything works ok.
