In setting up the download pages in jakarta/site, I've hit a problem
with Chain, IO, Transaction and Validator where they use an extension
of .MD5 instead of .md5. They're the only ones in Jakarta that use
MD5, so rather than modifying the xslt to let me specify the extension
it seems like it would be better to try and convince those 4
components to be lower-cased.

They might represent the last 4 releases from Commons, so it may be
the true issue lies in a change to the commons release docs.

I did the IO release, so I suspect I was following something as I tend
to be lower-case focused.

So, two questions:

1) Any reason not to change the .MD5s to be .md5s on the server (and
allow to filter out to mirrors, though it's not a big deal).
2) Any reason not to change the release docs that mention it (I
presume) to specify a lower-case variant?
