what i've done for my last few releases is to stick a plan up on the
wiki (to keep track of what work needs to be done so people can grab any
tasks they feel like doing: also allows people to add bits, probably
pretty short in this case) then start a vote on the plan, nominating
yourself as release manager. it's a lazy consensus so shouldn't take
very long (but it's always good to see those +1's ;)

probably one urgent (but not important) decision is the name: 0.3 or
0.2.1 are both reasonable. (i have no strong preference.)

might need to consider rolling a release candidate ASAP so that
downstream users can test it. 

if you do put a plan on the wiki, it'd be cool to keep Fernando in the
loop. the wiki should be a good way for us to get some feedback from
him.
