[configuration] RC for 1.2 release

I have now completed all my preparations for an upcoming 1.2 release and 
will create the first RC soon (i.e. in a week or so) unless some new bug 
reports come in or somebody stops me.

If one of the other committers plans to do some stuff before this 
happens, this would be a good time to speak up.
