The main reasons that [collections] has not been generified at apache are:
- spare time of committers (very limited)
- inability for new people to just be signed up as a committer (still true)
- lack of user requests (may now be changing)

The choice to use new packages was I believe a recommendation from us, so as to 
ensure that both the generic and non-generic versions can be in the classpath 
at the same time.
