Yeah, seen the same myself. I think it's just a bug in the
notification stuff (which may be what Jeff said when I asked, or I may
have dreamt asking).

Thanks for confirming, probably related to the fact that the Bugzilla
Id field isn't one of the "standard editable fields" in the JIRA edit
issue form.
