All the poms of that age have that problem. For example:
http://repo1.maven.org/maven2/commons-io/commons-io/1.0/commons-io-1.0.pom It's a lacking in the m1->m2 conversion imo; it doesn't know how to handle M1's variant of multiprojects - or maybe just that it needs to evaluate the variables when converting.
