[Vote] Release XmlSchema 1.0

I'd like to propose that we do an XmlSchema release. I *think* there is 
some consensus now that it can be a 1.0 release too. We can then 
schedule the URI resolution for version 1.1. This also means that I am 
volunteering to the be release manager for the project :-).

[ ] +1 Do a 1.0 release.
[ ] -1 No 1.0 release (please provide reason)
