Content-Type header generation violates section 5.1 of RFC 2045

An unexpected ";" appears at the end of the content-type header. This is a
violation of 5.1 RFC 2045.
The unexpected ";" is causing a failure on a node that does extensive checking
of the header syntax.
I found one place in Axiom ( MTOMOutputUtils) that is in violation. Other
settings appear to be accurate.
Thanks to Chris Whyley and Dustin Amrhein for discovering this problem.
I will commit the "one character fix" after I complete testing.
