PolicyEngine incorrectly assumes that the only elements defined in the
WS-Policy namespace are "Policy", "ExactlyOne", "All", and "PolicyReference".
This is incorrect as, e.g., WS-PolicyAssertions defines several more elements
in this same namespace. These additional elements are ignored in the current
logic, but they should get passed to the AssertionBuilderFactory.
