Let me see if I understand the proposed solution:
1. Put the catalog DTD in the jar file
2. Put a catalog in the jar file that resolves the catalog DTD to the
version in the jar file
3. Make sure that catalog is first in the list of catalogs used.
That sounds like a plan to me. I'll look into it, though probably not
until tomorrow.
