The patch looks fine. I think it's good to be committed.

I have just started working on URLEncoder/URLDecoder port to commons-codec, as there's 
a relative lull in HttpClient core development, anyway. I believe it's the right 
moment to get this done. Any objections to that?

Hi Laura,

Thank you for looking over the patch.  I agree that we might want to spilt this 
functionality when 
moving to codec.  For the moment though I think it's okay to keep it together.
