I am in agreement. We should stay consistent our current system: keep jars in CVS and leave them out of released distributions.

Please keep libraries inside CVS. This ensures you have the right version of the
library that matches the code. Getting a certain version of an external library
may become very difficult later in time! Sure there is Maven but still I
strongly discourage removing referenced libraries from the source tree.
