So I did hear back from Flickr:

>I understand that your group has a large amount of photos added that do not
>meet the requirements of the group, and you (along with your other active
>admin) are trying to remove these.
>Unfortunately, we do not have a back-end process to help expedite this. The
>only way for a group to be managed is by its administrators and using the
>manual process you're familiar with.
>In this situation, I might recommend trying to recruit more active group
>members to help, and promote them to the admin role.
>I'm sorry I don't have better news! If there is anything else I can help with,
>please feel free to ask.

So that's the bad news.

The good news (depending on how you look at it) is that the biggest
contributor to the Wikimedia Commons group on Flickr with over 4,000
photos released their pictures under an unfree license, thereby
dramatically cutting down the number of pictures we have to sort
through. In fact, we may be able to remove people wholesale who do not
contribute using a free license, and that, I believe, will allow us to
remove their photographs as well.
