Most are built with maven so taking project-root/apidocs/ should give it to you for the latest API docs. E.g for jelly:
   http://jakarta.apache.org/commons/jelly/apidocs/
I am aware that the current jelly site is not properly built and misses project-info and project-reports. In the latter, you would find the javadocs.
