The following web site explains how to set up DBCP for several different
database packages, one of them being PostGreSQL. The example is most
helpful but it doesn't show exactly where in the server.xml file the new
xml should be inserted. I've never modified that file so I'm not sure
where in the hierarchy the new stuff should go.
