You are right i was got confused
basically i am encrypting using AES and then  encoding using Base64
some where in this process the extended  ascii charecters got converted to "?" 
charcter

is there a good reading material to know how differnt encrypting and encoding 
implentations support extended chareters?

Generally base64 encoding is used to convert binary files to ascii.
